Singapore myMOM Portal work permit services expand from November 2026

Singapore will introduce additional Work Permit eService functions through the myMOM Portal beginning November 29, 2026, according to Envoy Global. The new functions include Temporary Permit applications, worker profile management, and in-principle approval extensions.

The Ministry of Manpower is continuing its transition of Work Permit services from WP Online to the myMOM Portal as part of a broader digital modernisation initiative. The stated goal is to consolidate all Work Permit transactions into a single platform by the end of 2027. Levy charges will begin on the date a Temporary Permit is issued.

What the Temporary Permit means for employers

The Temporary Permit is the most consequential addition for HR teams. Workers may begin work only after a Work Permit has been issued or a Temporary Permit has been granted. For eligible workers, Temporary Permit applications will generally be approved instantly, which reduces the waiting period that has historically delayed start dates.

The rule applies to both Malaysian and non-Malaysian workers who need to start work before their Work Permit is issued, according to EIG Law. This is a meaningful shift because Malaysian workers have traditionally operated under different Work Permit arrangements. Employers should not assume the Temporary Permit process will mirror the existing In-Principle Approval. The sources reviewed do not state whether the Temporary Permit replaces the IPA or exists alongside it, and employers should confirm this directly with MOM before relying on either document.

The new profile management function

From November 29, employers will be able to use a new “View/Update Foreigner Profile” function within the myMOM Portal. This allows HR teams to view worker particulars and employment history, review security bond status, and view and update employment details.

The practical value here is consolidation. Currently, many of these actions sit in WP Online or require manual submissions. Moving them into myMOM Portal means payroll and HR teams can manage a worker’s record without switching systems. For finance leads, the security bond status visibility is particularly useful, since bond requirements vary by sector and nationality.

What the existing MOM eServices page covers

The current MOM eServices directory lists appeal services for revoked Work Permits and In-Principle Approvals across four sectors: Construction and Process, Manufacturing, Marine shipyard, and Services. Each listed appeal has an estimated completion time of five minutes. The Services sector appeal covers Training Work Permit, Work Permit for migrant worker, and Work Permit for performing artiste.

The MOM page also lists appeals to refund overstaying fines for business employers, employment agents, and migrant domestic worker employers. These are separate from the new Temporary Permit functions and should not be confused with them. The page does not yet mention the November 29, 2026 Temporary Permit requirement, which suggests the directory is updated on a different cycle than MOM announcements.

Compliance questions HR should resolve now

The sources reviewed do not state the penalties for employers who allow workers to start before a Temporary Permit is issued after November 29, 2026. This is a critical gap. Under Singapore’s Employment of Foreign Manpower Act, employers who employ foreign workers without valid work passes can face fines and prosecution, but the specific treatment of Temporary Permit violations is not covered in the available research. HR teams should seek written confirmation from MOM or an employment law adviser.

There is also no information in the sources about the Temporary Permit’s validity period, required documents, or whether the application process differs for Malaysian workers. Employers with workers already in the pipeline before November 29 should ask MOM about transitional arrangements, since the sources do not describe any.

Timeline for the WP Online to myMOM Portal migration

Date Milestone
November 29, 2026 Temporary Permit applications, worker profile management, and IPA extensions move to myMOM Portal
End of 2027 Target for consolidating all Work Permit transactions into a single platform
On Temporary Permit issuance Levy charges begin

The end-of-2027 target means HR teams should expect further service migrations over the following year. Payroll teams should note that levy charges start from the Temporary Permit issuance date, not the full Work Permit issuance date. This affects cost accruals for workers who start under a Temporary Permit.

The myMOM Portal requires CorpPass for employers and employment agents. Workers themselves access MOM services through Singpass. The sources reviewed do not state whether the new profile management function will be accessible to workers directly or only to employers.
