Google voluntary exit plan reaches five more countries

Google has widened its voluntary exit programme to employees in Canada, France, Germany, Japan and Switzerland, according to HRKatha. Workers who choose to leave under the scheme can receive severance packages, though the company has not disclosed how many employees have accepted the offer so far.

The expansion is part of Google’s effort to manage expenses while increasing spending on artificial intelligence. Earlier in 2025, similar voluntary exit schemes were introduced in selected teams before being expanded to more countries in June. The offers are not available across all parts of Google’s business, and key growth areas such as DeepMind and Google Cloud have been kept outside the programme.

How the voluntary exit programme works in practice

The programme operates as a structured separation offer rather than a layoff. Employees who volunteer receive a severance package in exchange for leaving the company. In Switzerland, where Google employs around 5,000 people and operates a major engineering hub in Zurich, the package reportedly offered one month’s salary for every year of service, capped at 12 months’ pay. Employees there received the offer in June, and some who accepted began leaving in August.

The Swiss terms provide a useful reference point for HR teams in the United States, though US packages may differ. Google has not published uniform terms across the five newly added countries, and the company has not stated whether the Swiss formula applies elsewhere. Employers watching this development should treat the Swiss figures as one reported example, not a global standard.

What this signals for HR and payroll teams

For HR and payroll leaders, the expansion shows how large employers are using voluntary separation as a cost-management tool while avoiding the legal and reputational friction of involuntary layoffs. Voluntary programmes can reduce the risk of wrongful termination claims and often move faster than performance-based reductions, because employees opt in rather than being selected.

Payroll teams should prepare for a potential wave of final payments if similar offers reach US-based teams later. Severance calculations, final wage deadlines and benefits continuation rules vary by state. In California, for example, final wages are generally due immediately on termination, while other states allow more time. Employers should confirm the rules for their own state and review any existing severance plan documents before administering a voluntary exit offer.

Why AI spending is driving the restructuring

Alphabet, Google’s parent company, has significantly increased investment in AI technologies, creating pressure to control costs in other parts of the business. The voluntary exit programme is one response to that pressure. Google is focusing workforce reductions and restructuring efforts on selected teams while strengthening operations linked to future growth plans.

The move follows a wider trend in the technology sector, where companies are reorganising teams and redirecting resources towards AI-related initiatives. For HR leaders, the pattern is familiar: cost discipline in mature business lines funds hiring in strategic areas. Google has kept DeepMind and Google Cloud outside the voluntary exit programme, reflecting continued hiring needs in AI and cloud computing.

What US employers should watch next

Google has not said whether the voluntary exit programme will reach the United States. The five countries named in the latest expansion are all outside the US, and the company has not indicated a timeline for further rollouts. US HR teams should monitor internal communications and prepare for the possibility that similar offers could appear in selected teams.

If a US offer does emerge, employers should review severance plan documents, state final-pay rules and any collective bargaining obligations before communicating terms. Voluntary exit programmes can also create retention risk in teams that are excluded, particularly when employees see colleagues leave with packages while remaining staff face heavier workloads.

Country Offer timing Reported severance formula
Switzerland June 2025, departures from August One month per year of service, capped at 12 months
Canada June 2025 expansion Not disclosed
France June 2025 expansion Not disclosed
Germany June 2025 expansion Not disclosed
Japan June 2025 expansion Not disclosed

The table shows how little has been confirmed outside Switzerland. HR teams should avoid assuming that one country’s terms apply elsewhere.
